IPPC (Integrated Pollution Prevention and Control) represents new category of protection of the environment as a whole. IPPC consists in using of substances which are friendly to the environment and to the human health, namely directly in the manufacturing process, and futhermore in using BAT (Best Available Techniques).
- BAT are the most efficient, advanced and economically viable technologies, activities, procedures, ways of their operation, techniques proposed for prevention, and if this is not possible, in such way for the emission reduction and their impacts on the environment.
- One of BAT indicator is establishing of voluntary tools for environmental management EMAS/EMS. CEI, in accordance with recommendation of the European Parliament and the Council 2001/331/EC, i.e. the minimum criteria for environmental inspections, accepts this.
Directive of the European Commission No 96/61/EC - IPPC was transferred to the Czech legal system by Act No 76/2002 Coll. providing for integrated pollution prevention and control, on the integrated pollution registry and on the change of certain legislation, see www.mpo.cz/ippc. The integrated permit according to this law is issued by the Regional Office to the operator of the installation which is included in IPPC.
- Integrated inspections, revisions, verification and investigations
- Impose fines for non compliance with the IPPC Act , duties which are given in integrated permit and duties which are given by the Integrated Pollution Registry Act No 25/2008 Coll.
- Draw up statements or experts reports for other state administration bodies and opinions pursuant to the Act No 100/2001 on environmental impact assessment
- Cooperate with regional offices, customs authorities, hygiene stations, tax offices and municipalities and We provide for them expert assistance.
The Act No 167/2008 Coll. on the prevention and remedying of environmental damage came into force 17.8.2008.
The Act is implementation of the Directive of the European Parliament and of the Council on environmental liability with regard to the prevention and remedying of environmental damage as amended by the Directive of the European Parliament and of the Council on the management of waste from extractive industries and amending Directive 2004/35/EC. The Act determinates duties for the prevention of environmental damage and its remedy and relate to environmental damage or immediate threat of its origin.
