How is the cleaning of waste outside the cities handled? E.g. forests, meadows, etc. Who is responsible for this? Are there any state subsidies/investments reserved for this?
Waste management is the responsibility of its originator, or waste owner. The owner of the land is not responsible for the unauthorized storage of waste. A fundamental problem in the effective solution of illegal dumping is the detection or tracing the "responsible person" who caused the objectionable, illegal state.
In the event that you discover the unauthorized storage of waste, the so-called illegal dumping, i.e. dumping waste in places not designated for this, then we recommend contacting the relevant municipal office (or the municipal police). However, if the waste originator is not found or it was not proven that the waste originates from their activity, then the removal and disposal of illegally deposited waste is mostly handled by the relevant municipalities themselves, on whose land the illegal dumping is located, although according to current legislation it is not their responsibility. Therefore, if the municipality does so, it is acting beyond the scope of its legal obligations. There are also no state subsidies for the removal of illegal dumping - municipalities deal with them from their own resources, or regional budget.
