What the CEI will help you with: - waste management - only the activities of business entities:
- The loading of waste to places not designated for this purpose - in particular, construction debris, waste soil and other waste, for example on unfenced land, landscaping with waste, abandoned industrial sites, agricultural buildings, agricultural land fund, etc. In the facility register on the website of the MoE (isoh.mzp.cz), you can check whether there is any approved (permitted) facility for handling specific waste.
- Suspicions of illegal cross-border transport of waste can be similarly reported - loading of waste into various, for example, abandoned sites, brownfields or warehouses by freight transport with foreign registration numbers.
- Illegal operation of waste management facilities (collections, landfills, incinerators, waste sorters, etc.), e.g. pollution by hazardous substances in or around the establishment, waste flying off the premises, concentration of waste outside the establishment, purchase of selected metal waste from natural persons (works of art or its parts, religious objects or their parts, industrial machinery or its parts, etc.), illegal disassembly (electronic waste, car wrecks), inappropriate, unsorted or dangerous collection of waste (e.g. car wrecks, etc.).
- Suspicion of inappropriate handling with construction waste, especially asbestos waste arising from the demolition of buildings - failure to sort asbestos waste from other construction waste, potential release of asbestos fibers during handling the waste, etc.
- Non-sorting of waste by natural persons running a business and legal entities, e.g. during construction activities, during the operation of a medical facility, in a car repair shop, etc.
- Incineration of waste in stationary sources for heating or in an open fireplace - especially used oils in car service, tires, bulky waste, etc.
- Illegal car scrap yards or illegal dismantling of car wrecks and electrical waste.
- Failure to ensure product take-back obligations (electrical equipment, batteries and accumulators, tires) – e.g. unwillingness to accept the product at the take-back location or charging for this take-back, etc., failure to ensure take-back obligations by the importer/manufacturer.
- Failure to ensure municipal waste management obligations – failure to ensure sorting by the municipality (e.g. bio-waste, sorted components, etc.).
When you need to contact other public administration bodies:
- The CEI, on the other hand, is not responsible for dealing with so-called illegal dumping established by unknown persons. In these cases, on the contrary, always contact the locally competent municipal office of the municipality with extended duties (department of the environment), which is competent to deal with the illegal dumping according to Section 14 of the Waste Act. You can contact the same office in case of illegal handling (e.g. dismantling for the purpose of obtaining metals) from car wrecks or electrical waste in the course of activities of natural persons (citizens).
- Furthermore, the CEI is generally not responsible for control and management of natural persons in the management of municipal waste. Therefore, contact the municipal office of the village if specific non-entrepreneurial natural persons do not comply with the established sorting system, establish illegal dumping near containers, or if you discover a disorder in the cadastre of the municipality, etc. You can also contact the municipal office in the event that business persons abuse the municipality's waste disposal system.
